Not really that simple. Shield repairs a lot more over the same time, faction shields are a LOT better than faction armor repairers. Armor tanking tends to take away lowslots which are useful for damage mods in both pve and pvp. However in PvP, mids are used for things like MWDs, points, injectors etc. It's a pretty good balance.But armour tanking does > Shield if you count cap used per repair amount.
