depends what you skill for, i guess. i normally go for the core basic+standard certificates first so that i've got a decent grounding - then skill into whatever ship/use i want, e.g. frigate for ratting or something. that takes a solid week or two in itself, depending how neat i am with the skill queue. cruiser/destroyer's ain't really much point in leaping for if you're underskilled, surely? i can wait a while for the corp application to tick thru, anyway...
For lvl 1 missions, I can remember I jumped into a cruiser fairly underskilled. infact I didn't have any tanking skills at all, shit what did I know. I dided a lot sure but I could always afford new ships. It made it intersting instead of orbit > shoot > wait. Infact I don't think I really had my shit together until almost a BC really.
e: infact I would recommend all new players to just forget about maxing out their skills for every ship at the early stage. I mean you're doing lvl 1, maybe lvl 2 missions, who cares if you aren't cap stable or you aren't getting 100% out of your guns or your modules. Get out and splode shit and get sploded. Being less effecient will teach you how to manage your modules more effectively, learn when you need to bug out, the natural tanking strengths of your ships and the different speeds which you get damaged as you go shield > armour > hull.
You learn a lot by not being very good. Once oyu get a feel the game and know what you wanna do, start working on your core skills.
