It does decrease the commander score a bit but what is important when you are commander is the win to get x2 points. So I'd rather drop artillery to help my team.
Sorry to revive this old thread but I'm having the same type of problem as OP. Op seems to have resolved his prob by reinstalling xp but Im not sure I want to do that now.
Basically I played hundreds of hours of bf2 without any problem then I formatted my comp a few months ago and reinstalled bf2 a few weeks ago as some of my friends wanted me to play with them (I hadnt touched bf2 for several months). But I'm having trouble with punkbuster now... So basically I applied the solution of post #15 of that link http://forums.gamestrafe.com/network/ba … lure.html.
But I have probs when the setup is checking my services. I dont feel like registering on their forums lol so I was wondering if you guys could help me.

I dont really like the way you get rid of those animals. There would probably be a way to get rid of them without killing them. Here, we sometimes use white little balls to make them get out of their nests. In fact, the Japanese released articles after their last whale hunt, and basically, if I remember correctly, they were investigating the amount of hazardous substances (that could affect their health) that were present in the whales bodies and such. But it's still unjustified to kill hundreds if not thousands of whales just to know those kind of things. Scientists who perform the same kind of studies here in North America collect small samples of skins or blood without hurting the whale.
