If a person shows obvious symptoms or is tested positively, no one should stay close without proper protection.
That's what a quarantine is for.
That nurse was tested negatively, so putting her in quarantine was useless and only a hysterical move.

Plague is already here. Can't stop people from getting it in the U.S. Bird Flu and Chikungunya are much harder to stop the migration of than Ebola is. Ebola is primarily transmitted by people to people contact. Bird flu and Chikungunya are not. Much easier to stop people coming from Ebola torn places in Africa than it is to stop mosquitoes and birds.
