This allows 911 operators to locate you regardless of your location. Even if you try to make a VOIP call through ten proxy servers, your location will still be revealed.

If you're in a small rural town, the firemen will clearly see the blaze, if you're in a city, they will be able to locate your phone, and neighbors will likely call 911 when they see the fire too.
