That file change to me is very questionable. I tried it and you can see enemy tags for miles away... The no fog doesnt really work well, and the black sky is really weird and makes the game unrealistic. This is the first file change that actually looks to me like a hack...

lol thanks for the tweaks man, but everybody already knows about changing latency compensation. go into console and put "SettingsManager.floatset GSDefaultLatencyCompensation x.xx" is another way to do it. The one that havok put was something i never heard of, so sorry i kinda got off topic.
