There's not much to consider here, if a 7 year old kid can do all that then there's something wrong with the kid, and the parents. Or whoever was supposed to be looking after him. I want to blame the kid for all of this, but there should've been someone there holding him back and locking him up in the car if need be.
I don't disagree, the parents are to blame in my opinion, I was just objecting to how stupid it is to say "the parents need to go to jail or get anally raped"
Kid should at least be facing some sort of community service time imo.
